    After the Department of the Army removed three unfair Officer Evaluation Reports which occured at 20th Station Army Hospital in Nurenburg Germany, that caused him to be passed over for promotion twice, a special Standby Promotion Board selected MAJ Dotson for promotion to Lieutenant Colonel.
